The mandate is plenty funded. You guys in the beltway just have been borrowing from it for years to pretend your budget balances!
YOU WANT UNFUNDED MANDATE?
How about putting YOUR War into the budget, instead of making separate off-budget requests to "support our troops" outside of the budget process?
YOU, personally, are bleeding the wealth of our country dry for your corporate cronies and imperial hubris.
